Mengmeng Luo (b. 1999, Changsha, China) is a London-based moving image artist working across experimental film, expanded cinema and installation. She studied at Chelsea College of Arts, University of the Arts London.

Luo's work explores how information is communicated, interpreted and sometimes misunderstood. Drawing on historical events, social behaviour and personal experiences, she looks at how media, institutions and existing beliefs shape what we know and how we perceive the world. She is particularly interested in the ways that more information does not always lead to greater understanding, and how uncertainty influences both individual judgement and shared ideas of reality.

Her work also considers the human desire to make sense of things that remain beyond our understanding. For Luo, this persistent search is closely tied to questions of spiritual will: the impulse to keep looking for meaning, even when the information available to us is incomplete or contradictory. She is interested in how memory, intuition, desire and belief influence this process, and why certain experiences stay with us even when we cannot fully explain them. Rather than treating confusion as something to overcome, she sees it as an important part of how we experience and question the world.

Luo approaches filmmaking as a collaborative practice, working with specialists in sound, architecture, performance and moving image technologies. Her films bring together historical material, real events and fiction, often leaving gaps or presenting different accounts of the same situation. Through shifts in perspective, the relationship between sound and image, and the timing of what is revealed or withheld, she invites viewers to question their own assumptions. She is also interested in what the body can communicate beyond language, using performance, movement and recording technologies to explore the distance between physical expression and lived experience.

Alongside her films, Luo develops installations and projects that bring cinematic approaches into physical spaces. She has experimented with removing the screen from an empty cinema, using the layout of an exhibition to shape how a work unfolds, and placing large-scale projections in urban settings. These projects explore how the experience of an image changes depending on where, when and with whom it is encountered.

Her artist film Glitch in the Matrix received the Award at the Athens International Film & Art Festival and was exhibited at the 4th ReA Art Fair in Milano. She was seleted for 18th Arte Laguna Prize in Venice in 2024. Her artist film Omen was seleted for Kitto Prize at London in 2026.
